BOT Approved Multiple Proposals During February Meeting

[Garden City, KS] February 16, 2022 -- The Garden City Community College Board of Trustees approved multiple proposals during the regularly scheduled meeting on Tuesday, February 15, 2022.

Field Turf Replacement & Track Respray

The Board approved a proposal from Mammoth Construction for services in field turf replacement and track respray at the football/soccer complex for $845,617.60.  This project will begin the first week of May and continue through the summer.

Financing Proposal

The Trustees reviewed a resolution determining the advisability of financing the acquisition, construction, installation, and equipping of certain improvements by the execution and delivery of a lease-purchase agreement.  The Board unanimously approved entering into a lease-purchase agreement for the following improvements: STEM building additions and improvements, turf replacement and track respraying, a new digital scoreboard for the stadium, print shop production copiers, and cosmetology building improvements, for a not-to-exceed-total of $6,625,000.

Campus-Wide Printers & MFP Units Updates

The Board approved campus-wide equipment update for 29 color printers, 22 black and white printers, and 21 color multi-function printer (MFP) units for a monthly investment of $5,171 with a 63-month lease-purchase agreement with Century Business Technologies.  Updating this equipment will equate to an estimated annual savings of $12,000.  Additional benefits from this initiative include standardized equipment and supplies, full service and support on all output devices, reduced cost of producing documents, enhanced productivity, and additional in-house resources that can be printed.

Tuition, Fees, Room/Board

The Board unanimously approved a recommendation for a $1 per credit hour increase in tuition and a $2 per credit hour increase to student fees.  This increase will be used for additional student programing and enhancing scholarship opportunities.  The tuition level for Finney County residents will be held flat for this next academic year, allowing for a $2/credit hour difference between other in-state residents, enhancing the value of GCCC to Finney County residents.

The tuition rates for the 2022-2023 academic year will be $63 per credit hour for Kansas residents, $77 per credit hour for border states, $82 per credit hour for non-residents, and $100 per credit hour for international students.  The costs for online courses will remain unchanged at $150 per credit hour and unchanged for Finney County residents at $61 per credit hour.  Student fees will increase by $2 for a total of $55 per credit hour across all tuition structures. 

Additionally, the Board approved a $100/year increase on room rates and a $200/year increase on board rates.  These actions keep GCCC competitive in relation to other regional community colleges.

Strategic Enrollment Management Plan

GCCC administration recommended a partnership with CampusWorks to develop a 3-5 year strategic enrollment plan.  This plan will capture and build on best practices while reviewing policies and processes, analyzing data, and other aspects that will provide a valuable foundation to drive enrollment change.  After completion of this partnership, GCCC will have a comprehensive enrollment management plan that guides the college forward in the aspects of recruitment, retention, student success and support, and graduation. The Board approved the $125,000 proposal which will be funded with state stimulus funding.

Building Controls Upgrades

GCCC has been in the process of upgrading building controls across campus.  The next phase is moving the remainder of the physical plant to the control and monitoring system that is used in many other campus buildings.  This will allow for the monitoring of the entire campus' electrical load on a system in real-time to monitor the efficiency of the HVAC management strategy and warn of possible degradation in system components.  C&C Group is the current vendor that installs and maintains the existing HVAC system. The Board approved GCCC administration to proceed with the purchase of hardware, licenses, maintenance agreement, and training from C&C Group for $175,000 to complete the next phase of building control upgrades.

Outdoor Fitness Court

GCCC administration has been researching a concept proposal to install an outdoor fitness court, to be located by the GCCC tennis courts, that would promote health and wellness not only on campus but across Garden City.  The outdoor fitness court would be an innovative outdoor bodyweight circuit training center to allow individuals to use the fitness court to strengthen their bodies, increase mobility and balance, and complete circuit trainings and workouts using body resistance.  GCCC administration received unanimous Board approval to seek grant funding for this project in collaboration with LiveWell Finney County.

The next meeting of the Board of Trustees is scheduled for Tuesday, March 8th at 6 p.m. in the Endowment Room at the Beth Tedrow Student Center.
