Dangerous Weapons

Policy Statement:

It is the policy of Garden City Community College to prohibit the possession or use of dangerous weapons on college owned property.  Persons with knowledge or information of conduct which may constitute a violation of this policy are urged to contact the GCCC Campus Police Department.   

For purposes of this policy, "weapon" means any object or substance designed to inflict a wound, cause injury or incapacitate, or create a reasonable fear of harm, including but not limited to those weapons described in K.S.A. 21-6302, as amended. Notwithstanding the foregoing, personal self-defense items containing mace or pepper spray shall not be deemed to be weapons for the purposes of this policy.

Prohibited weapons include:

• Any handgun, pistol or revolver, except as indicated in the Handguns section below;
• Any rifle, shotgun or other firearm of similar nature, which will, is designed to, or may be readily converted to expel bullet, shot or shell by the action of an explosive or other propellant,
• Any BB gun, pellet gun, air/C'O2 gun, airsoft, stun gun or blow gun;
• Any explosive, incendiary or poison gas (A) bomb, (B) mine, (C) grenade, (D) rocket having a propellant charge of more than four ounces, or (E) missile having an explosive or incendiary charge of more than ¼ ounce;
• Any incendiary or explosive material, liquid, solid or mixture equipped with a fuse, wick or other detonating device;
• Any tear gas bomb or smoke bomb; however, personal self-defense items containing mace or pepper spray shall not be deemed to be a weapon for the purposes of this policy;

Any person violating this policy may be subject to appropriate disciplinary action, including but not limited to termination or expulsion, immediate removal from the premises, and/or arrest.

This policy shall not apply to:

• Authorized commissioned law enforcement officers.
• Trained military personnel on duty or on assignment at the GCCC campus
• Lawful possession related to an academic use for GCCC, such as law enforcement programs and credit or non-credit academic courses as defined by the college or the Kansas National Guard.

Handguns

On or after July 1, 2013, all persons licensed to carry concealed handguns under the Personal and Family Protection Act are prohibited from carrying concealed handguns within college buildings because of a temporary exemption pursuant to 2013 Senate Sb. for House Bill 2052. 

This policy shall apply to all persons entering college buildings, including students, employees, and campus visitors.

This policy shall not apply to:

• Authorized commissioned law enforcement officers.
• Trained military personnel on duty or on assignment at the GCCC campus
• Lawful possession related to an academic use for GCCC, such as law enforcement programs and credit or non-credit academic courses as defined by the college or the Kansas National Guard.

This policy shall not be deemed to prohibit any person licensed under K.S.A. 75-7c03 from possessing a firearm on college grounds, within a vehicle or other private means of conveyance.

Procedures:

Students living in the college residence halls must check in their hunting gear with the Director of Residential Life.  All such gear will be kept in a locked vault.  Refer Residential Life Handbook for more information. Students should refer to the Student Handbook Code of Conduct. 

Military personnel living on the college campus are allowed to possess firearms.

Criminal Justice students who are currently enrolled in a college firearms class may possess a handgun that meets the criteria of the class, but only enroute to, while at, or enroute back from the firearms range.  All handguns will be kept under lock and key in the criminal justice vault room.  No live firearms may be used for any other purpose than actual range training or Criminal Justice scenario training under the supervision of a Criminal Justice Instructor.
